The bill to organize the COP25 Climate Summit in Madrid will not be small. “Clearly above 35 million euros” that cost the cheapest, although much less than 178 of the most expensive, that of Paris, according to the Minister for the Ecological Transition, Teresa Ribera. To reduce it, the Government seeks time trial sponsors for whom it has established the maximum tax benefits provided for in the patronage law in a royal decree law approved this Friday by the Council of Ministers.
Unfortunately, the money invested by the organization of Chile will be lost because it was invested in the pavilions of the Bicentennial park in the capital of this country that was to host the event. It will be tried that the majority of the sponsors obtained by Chile keep their commitment and compensate the resignations with new companies, some of which have already shown their interest “given the circumstances that have forced the transfer of the summit”.
The tax incentives will be the maximum provided in the law of non-profit entity and patronage for what the summit is declared in the decree “event of exceptional public interest”. The period of validity of these benefits has been set between November 1, 2019 and March 31, 2020.
The decree also empowers the Government to use the “emergency” procedure provided for in the legislation for contracting companies and external service providers. Given the rush of time, not even the usual emergency procedure would guarantee arriving on time. COP 25 will begin on December 2nd and conclude on the 13th.
Another royal decree also approved by the Council of Ministers appoints those responsible for the operation by creating the COP25 Organizing Committee, which will meet for the first time next Monday. This will be chaired by Ribera and, in addition to representatives of various ministries, will include the Community and the City Council of Madrid, which from the outset were made available to the Executive.
The summit will occupy a total of 113,000 square meters of the Ifema fairgrounds. As usual, it will have a zone, the blue one, for negotiations and official country delegations, and another green one, where civil society will organize activities related to the climate. Ribera has stressed that many proposals are already coming in this regard. These activities may also have as a scenario in the axis of the Paseo de la Castellana.
Heads of State
One of the key days of the summit will be the high-level meeting attended by several Heads of State. Chile had tied the participation of between 15 or 20 leaders but it is still unknown how many will keep their intention and if they will add others not provided for. The minister does not believe anything likely that Donald Trump will make an appearance after initiating the procedures for the United States to withdraw from the Paris Agreement.
